The Ontario government’s budget is, like all budgets, an aspirational document. Reality intervenes — a pandemic, say, or surging inflation — and spending plans have to change. But the budget dropped by the Doug Ford government Thursday is even more aspirational than most, since it will be followed not by any kind of legislative scrutiny but by an immediate election campaign.
